Recently i un-installed SQL Server 2008 R2 version and re-installed again.
But after re-installing i am getting the below error while creating a database in SSMS.
Could not load file or assembly 'Microsoft.SqlServer.Sqm, Version=10.0.0.0,
Culture=neutral, PublicKeyToken=89845dcd8080cc91' or one of its dependencies.
The system cannot find the file specified. (SqlMgmt)Any help?

I guess you didn't uninstall the SQL Server properly. Sometimes what happened if you are not un-installing all the components related to sql server properly. Then it will create problem while re-installing the SQL Server.
Not everything will be configured properly.
For you case, I guess you are missing the Microsoft.SqlServer.Sqm.dll file.
Check out the below two locations where this file should be there.
"C:\Program Files\Microsoft SQL Server\100\Tools\Binn\VSShell\Common7\IDE"
and
"C:\Program Files\Microsoft SQL Server\100\Shared"
If it is missing in any location then copy it from the other.
